Depends on how good the girl looks naturally. I've heard from guys that they like girls who are naturally pretty or okay looking with minimal makeup. As for not so attractive girls, I think they prefer a little more.
Of course, girls who wear pounds of makeup, or girls in general who wear makeup, don't do it to attract guys, which is a common misconception. They do it because it's fun, it gives you confidence to look nice, and some like to express their "creativity" with makeup( the girls who glob on wacky colors)
